CORPORATE SUSTAINABILITY DUE DILIGENCE

The European cosmetic industry is leading in showing sustainability in its supply chains. Companies in the industry use voluntary standards for their commitment to sustainability. Still, the European Commission has concluded that voluntary efforts alone are not enough. New rules will be introduced to ensure that companies carry out environmental and human rights investigations within global supply chains. The new rules will also affect exporters of natural ingredients for cosmetics to Europe.

European legislation on sustainability

The European Union is developing a legal framework for Corporate Sustainability Due Diligence. In February 2022, the European Commission published its proposal. In June 2023, the European Parliament published its position. This Directive is aimed at all sectors, not just the cosmetics sector.

The proposal aims to ensure that companies act responsibly and think about the environment and people when they do business. It ensures that companies follow rules that protect human rights and the environment throughout the entire supply chain.

Impact on exporters of natural ingredients

The proposed Directive will not directly impact you as an exporter. The obligations are placed on European companies. At the same time, these obligations will influence you if you are part of a global supply chain for a European company. Under the proposed rules, European companies must put due diligence measures in place to meet the new standards. To supply European companies, you will be assessed on your sustainability performance.

Prepare for the new legislation

As an exporter, you need to know your supply chains very well. Also, you will need to take positive actions in the areas of human rights and the environment. In the proposed Directive, the European Commission gives definitions of "adverse human rights impacts" and "adverse environmental impact". These definitions reference international conventions and agreements on human rights and environmental protection.

To help you prepare for the new legislation, you can ask yourself the following questions:

European companies will ask their suppliers to be transparent about sustainability. They will also pay more attention to how they choose their partners for sourcing natural ingredients. They may use supplier questionnaires and external compliance audits to assess your sustainability performance. An example of a supplier questionnaire is the SEDEX self-assessment questionnaire. It covers policies, procedures and activities on labour, environment, working conditions, and business ethics in your business and your supply chains.

Voluntary standards are still relevant

The new sustainability rules are binding. So, using self-assessment questionnaires is useful but is unlikely to be enough. Third-party-certified voluntary standards are expected to continue to play an important role. It is likely that European companies will use voluntary standards to show due diligence in the supply chain as part of the obligations of the Directive. In a similar way, voluntary standards for organic certification are used to show compliance with organic legislation.

The cost of binding and voluntary standards can be very high, especially for small and medium-sized enterprises (SMEs). It is unclear how the proposed Directive will deal with this, to avoid SME exporting companies being excluded from global supply chains.

HOW THE WAR IN UKRAINE IS AFFECTING INTERNATIONAL TRADE AND EMERGING ECONOMIES

Ukraine, RussiaCocoa and Cocoa ProductsCoffeeFish and SeafoodFresh Fruit and VegetablesGrains, Pulses and OilseedsNatural Food AdditivesNatural Ingredients for CosmeticsNatural Ingredients for Health ProductsProcessed Fruit and Vegetables and Edible NutsSpices and HerbsApparelHome Decoration and Home TextilesOutsourcing (ITO/BPO)Tourism

The effects of the war in Ukraine can be felt around the world, but especially among the Ukrainian people. The effect on trade is already clear. It has disrupted supply chains and resulted in increasing prices and inflation, among other things. This article focuses on these effects.

The war in Ukraine and the sanctions imposed on and by Russia and Belarus have had a huge effect on international trade. They have affected direct trade with these countries and trade further down the chain. Effects range from a shortage of food products, raw materials and components to cancelled trade routes, changes in demand and price increases.

Increasing inflation

From a trade perspective, the biggest consequence of the war is the rise in commodity prices. There are 3 main categories of commodities: energy, agriculture, and metals. The war has affected all 3. The considerable price increases have an effect on international supply chains and markets. The result is higher inflation rates worldwide. This may cause shifts in demand, as consumers are not willing or able to buy what they usually would.

Disruptions to international transport

Freight rates reached record highs during the COVID-19 pandemic. The current increasing fuel costs are causing inflation and may result in higher freight rates. Besides this, sanctions against Russia and safety concerns have disrupted land and air transport routes via Ukraine and Russia. Rerouting these connections is expensive. And there are limited options to divert shipments via the already disrupted maritime transport sector. Also, there are fewer Black Sea trade routes. This means that even countries that do not have trade restrictions may struggle to import from the region.

Emerging economies’ food security affected

Ukraine and Russia are among the world’s main suppliers of agri-food commodities, particularly grains and oils. Together, they provide over 30% of world trade in wheat, 32% of barley, 17% of corn/maize and over 50% of sunflower oils, seeds and meals. Many emerging or vulnerable economies rely on these supplies for their food security, especially in the Middle East and Africa. For example, countries such as Benin, Egypt and Sudan source nearly all their wheat imports from Ukraine and Russia. Options to replace these with regional trade are limited.

In its report, the Food and Agriculture Organization of the United Nations (FAO) estimates that 20-30% of the Ukrainian areas used for winter cereals, maize and sunflower seed will remain unused or unharvested during the 2022/23 season. The yields of these crops are also likely to be lower. Processing and transport have been disrupted too. Decreased availability of crops further increases prices and competition for alternative sources. In such a difficult market, developing countries may struggle to compete for supplies with developed countries. For example, Indonesia has banned palm oil exports to reduce domestic cooking oil shortages and price increases. Indonesia will lift the ban when prices have dropped below 14,000 rupiahs (€0.92) per litre.

Russia is also a leading exporter of nitrogen and potash fertilisers. Many emerging economies rely on these fertiliser supplies for their yields. Disruption of this market may affect their food production for domestic consumption and exports.

Considerable challenges for exporters

Besides its effect on imports, the war has also affected exports to Ukraine and Russia. Disrupted access to these markets is an urgent issue for perishable goods, such as fresh fruit and vegetables. Some products that exporters cannot ship to Ukraine and Russia could be redistributed to other (European) markets. Still, exporters may not be able to avoid oversupply. Redistribution also causes increased competition and price reductions. At the same time, rising energy and fertiliser prices are causing higher production costs. This creates a considerable challenge for exporters.

NEPAL’S FOREIGN TRADE LAST MONTH: IMPORT WORTH RS 104.75 BILLION, EXPORT WORTH RS 9.69 BILLION

Nepal spent Rs 104.75 billion on imported goods while the earnings from exports were mere Rs 9.69 billion in the past month.

The country spent a major chunk to import electric vehicles, among others, during mid-October and mid-November. According to the records with the Department of Customs (DoC), the country imported 652 units of electric four-wheelers worth around Rs 1.83 billion in the period.

Likewise, the revenue from the cement business abroad contributed Rs 280 million in export earnings last month. After the government started providing eight percent cash incentives on cement exports, several cement manufacturers have been attracted to export their products.

The four-month trade statistics unveiled by the DoC show both the imports and exports figures were down during the period. At the time the country was reeling under an economic slowdown, the total volume of trade shrunk by 4.15 percent to Rs 563.06 billion.

According to the DoC, the country imported goods worth Rs 512.50 billion during mid-July and mid-November this year. The amount was less than the imports worth Rs 532.69 billion in the same period last year. The imports declined by 3.79 percent although the major festivals including Dashain and Tihar fell within the period.

Likewise, the country’s export earnings also dropped 7.68 percent to Rs 50.56 billion. Due to a notable fall in imports, the trade deficit also moderated 3.34 percent. During the period, Nepal witnessed a negative balance of Rs 461.93 billion in its trade position.

The DCTS is a simpler and more generous preferential trading scheme which has been designed to boost trade with developing countries in order to support their development. The DCTS cuts tariffs, removes conditions and simplifies trading rules for developing countries and benefits UK businesses and consumers by reducing the import cost of thousands of products from around the globe.

The DCTS applies to 65 countries that fall under one of the following categories:

  • least developed countries (LDCs) as defined by the United Nations
  • low income and lower middle-income countries as defined by the World Bank

CARDAMOM EXPORTS HIT RECORD OF RS. 8.27 BILLION IN FY 2022/23

Even though the overall export trade has shrunk significantly, large cardamom has made a remarkable jump in its exports in the last fiscal year 2022/23.

According to annual trade statistics of the Department of Customs, the export of cardamom, one of the major exportable items, has reached around Rs. 8.27 billion during the last fiscal year 2022/23. This is the highest-ever export of cardamom from Nepal.

The export of cardamom increased by 72 percent in the last fiscal year 2022/23 as compared to the previous fiscal year 2021/22.

Cardamom worth Rs. 4.81 billion was exported during the previous fiscal year 2021/22. Raj Kumar Karki, former president of the Large Cardamom Entrepreneurs’ Association of Nepal, said that the most cardamom was exported in terms of value and quantity in the last fiscal year.

Around 10,000 tonnes of cardamom were exported in the last fiscal year while about 5,367 tonnes of cardamom had been exported in the fiscal year 2021/22. Similarly, around 8,843 tonnes of cardamom worth Rs. 7.02 billion were exported in the fiscal year 2020/21, and 5,012 tonnes worth Rs. 3.90 billion in the fiscal year 2019/20.

About 5,240 tonnes of cardamom worth Rs. 4.27 billion had been exported in the fiscal year 2018/19. In the last fiscal year, cardamom exports from Nepal occupied the fourth position.

The overall export of the country has decreased by 21.44 percent to Rs. 157 billion during the last fiscal year.

However, cardamom occupies first place among the agricultural goods being exported from Nepal.

Large cardamom is exported to India and then to other countries. So, there are huge possibilities and opportunities to be exploited. Large cardamom occupies an important place in Nepal’s foreign trade.

As the price of cardamom has gone up along with the increase in production, the trade has been better than expected, said traders.

“Increase in cardamom production and in its price are the main reasons behind improvement in cardamom exports in the last fiscal year,” said Karki, who is also executive member of Federation of Nepalese Chambers of Commerce and Industry.

The cardamom production increased by 20 percent to 7,000 tonnes in the last fiscal year compared to the previous fiscal year, he said.  About 5,500 tonnes of cardamom were produced in the last fiscal year 2021/22.

He said that due to the price increase, the export volume of cardamom increased last year when farmers and traders sold the stocked cardamom of the previous year.

Generally, farmers sell cardamom when the price rises and store it when the price falls.

Farmers sold a kilogram of cardamom at Rs. 900-1,500 based on quality last year which was limited to Rs. 700 a kilo in the previous year.

Due to the fall in prices, about 25-30 percent of the cardamom produced in the previous fiscal year was stored by the farmers.

Karki said that the price of cardamom produced in Nepal has gone up with the increase in demand for cardamom in India. Due to this, the farmers involved in this sector are happy, he told The Rising Nepal.

As most of the cardamom produced in Nepal is exported to India, the price will fluctuate according to the Indian market. Nepal largest producer of large cardamom

Nepal is first in terms of production of large cardamom in the entire world, Karki said. According to him, Nepal is the world’s largest producer of high-value cardamom followed by India and Bhutan.

The share of Nepal in large cardamom products stood at 52 percent, India at 37 percent, and Bhutan 11 percent in the world.

Around 95 per cent of the cardamom produced in Nepal is exported to India and remaining to other nations, including Gulf countries. It is also exported to Pakistan. Besides, India is a big market for cardamom produced in Bhutan.

Only about 1 to 1.5 percent of the country’s total production of cardamom is consumed inside the country.

On this basis, India is the world’s largest importer. Nepal, India, Sri Lanka, Guatemala, Indonesia, and other countries are also significant growers of cardamom.

“Due to good quality, demand for cardamom produced in Nepal is high in the international market. But due to various reasons, Nepal cannot export it directly to other countries,” he said.

According to him, Nepal will get more income if cardamom is exported with value addition. “We can add value by 30 percent in cardamom export,” he said.

The large cardamom is grown predominantly in Eastern Nepal where four districts Taplejung, Sankhuwasabha, Panchthar, and Ilam account for more than 80 percent of national production.

Taplejung district occupies the first position in producing cardamom while Sankhuwasabha is the second highest producer. Taplejung holds 44 percent and Sankhuwasabha 22 percent of the country’s total cardamom production, Karki said.

Cardamom is cultivated in a total of 43 districts, where around 18,500 hectares of land are under cultivation, he said. Out of this, production has started from 15,000 hectares of land. Need to explore the market

Karki, however, said that the production of cardamom did not increase in line with the expansion of the farming areas because of various diseases and the lack of availability of agricultural inputs required for cardamom cultivation.

He said that the farmers are encouraged to be involved in cardamom farming as this crop gives better returns than other cash crops and helps uplift the living standard of the rural people.

Stating that the traders were facing difficulties in exporting cardamom to third countries due to hindrances posed by the export procedure, he said that the government’s support was needed to export cardamom to other countries besides India.

“Dependency only on India for the sale of cardamom has become a major problem for the traders and farmers to get higher prices. If we rely only on one country for export, the demand for cardamom will be low and we will not be able to bargain the price,” he said.
